NOTICE IS HEREBY GIVEN that the Fillmore Unified School District will receive bids at the Fillmore Unified School District Administration Office, located at 627 Sespe Avenue, Fillmore, CA 93015, telephone (805) 524-6000, until 1:00 pm Friday, January 24, 2020 for the Ballfield / Soccer Field Improvements for Fillmore Middle School. Bids will be publicly opened, at the Administration Office building immediately after the close of receipt of bids.
Contractor’s License Classification Required: B. Each bidder and all subcontractors shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the contract documents.
As a condition of submitting a bid for this project, and in accordance with California Public Contract Code section 20111.6, prospective bidders and mechanical, electrical or plumbing subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), must be prequalified by the District.
Drawings and Specifications will be available electronically from CyberCopy, Ventura, CA office at cybercopyplanroom.com, under “All Public Jobs”, on or after December 16, 2019.

A mandatory Pre-Bid Conference will be held at the School District Administration Office building on Friday, January 3, 2020 at 10:00 am, followed by a visit to the project site at the Fillmore Middle School, located at 543 A Street, Fillmore, CA 93015. Any contractor bidding on the project who fails to attend the entire job walk and conference will be deemed a non–responsive bidder and will have its bids returned unopened.
Bidders shall refer to the Project Documents for required documents to be submitted in a sealed envelope, with the project name, “Fillmore Middle School Baseball / Soccer Field Improvements”, to the Fillmore Unified School District Administration Building, Attention: Andrea McNeill, at the address identified above. Bidders are solely responsible for the cost of preparing their bids. The Fillmore Unified School District specifically reserves the right, in its sole discretion, to reject any and all bids and waive any minor irregularities in the bids.
Each bidder shall submit with its bid, on the form furnished with the contract documents, a list of the designated subcontractors on this project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code Sections 4100 et seq.
In accordance with California Public Contract Code Section 22300, the District will permit the substitution of securities for any moneys withheld by the District to ensure performance under the contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the District, or with a state or federally chartered bank as the escrow agent, who shall then pay such moneys to the Contractor.
Each bidder’s bid must be accompanied by one of the following forms of bidder’s security in an amount not less than ten percent (10%) of the total bid price: (1) cash; (2) a cashier’s check made payable to the District; (3) a certified check made payable to the District; or (4) a bidder’s bond executed by a California admitted surety as defined in Code of Civil Procedure section 995.120, made payable to the District in the form set forth in the contract documents.
Pursuant to California Labor Code Sections 1720 et seq., it shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract, including holiday and overtime work as well as employer payments for health and welfare, pension, vacation, and similar purposes.
A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5.
Separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required, and shall be provided to the District prior to execution of the contract and shall be in the form set forth in the contract documents. All bonds (bid, performance and payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120.
Any additive or deductive alternates to the base bid used to determine the lowest bid will be considered using the method specified in the Notice Inviting Bids set forth in the contract documents and in accordance with Public Contract Code section 20103.8.
Each bidder must strive to meet goals and requirements relating to participation by Disabled Veteran Business Enterprises (“D.B.V.E.”), of three percent (3%) participation, established by the District, or make a good faith effort in respect thereto and provide the District with a report as to the actual participation at the conclusion of the Project
